Introduction

Our nation’s postsecondary institutions are entrusted to provide a safe and healthy learning environment for students, faculty, and staff who live, work, and study on campus. Faced with emergencies ranging from fires, tornadoes, floods, hurricanes, earthquakes, to pandemic influenza and other infectious diseases, to active shooter situations, this is no easy task. Many of these emergencies occur with little to no warning; therefore, it is critical for institutions of higher education (IHEs) to plan ahead to help ensure the safety and general welfare of all members of the campus community.

In June 2013 the Obama Administration released the Guide for Developing High-Quality Emergency Operations Plans for Institutions of Higher Education, which provides an overview of guidance on IHE emergency operations planning based upon years of work by the Federal government. The Guide, produced by the U.S. Departments of Education (ED); Justice, led by the Federal Bureau of Investigation; Homeland Security, led by the Federal Emergency Management Agency; and Health and Human Services, incorporates the unique challenges IHEs face in planning for potential emergencies in terms of geography, environment, governance, and the population served, to present a recommended process, important content elements, and key considerations for IHE emergency operations planning.

Training Description

Lessons learned from emergencies concerning IHEs highlight the importance of preparing IHE officials and first responders to implement emergency operations plans. In collaboration with their local government and community partners, IHEs can take steps to plan for potential emergencies through the creation of a higher education Emergency Operations Plan (higher education EOP). During this Developing High-Quality Emergency Operations Plans for IHEs training, an expert team will provide a high-level overview of the recommended six-step planning process to create a high-quality higher education EOP, which includes the following:

  • Forming a Collaborative Planning Team
  • Understanding the Situation
  • Determining Goals and Objectives
  • Plan Development
  • Plan Preparation, Review, & Approval
  • Plan Implementation & Maintenance

In addition, the training will address key considerations for plan content and threat- and hazard-specific components, along with recommendations for foundations to successful planning, such as working with community partners.

Who Should Attend?

Any faculty, staff, administrators or others who serve, or will serve, on the IHE Planning Team, emergency operations committee, or IHE emergency management/crisis teams, as well as other interested stakeholders, including first responders, EMS personnel, campus and/or public health, campus and/or city police, students, and other campus and community partners. This training is applicable for audiences interested in creating, revising, or enhancing IHE emergency operations plans.
